This paper examines developments in the legal and policy framework for international cyber security. It elaborates on major international organizations’ stakes in global cyber security efforts and indicates the goals relevant to law and policy making and planning in the field, with emphasis placed on NATO’s perspectives and potential role in the global cyber security agenda. The intent of the author is to extract NATO’s unique characteristics and position in tackling issues of global cyber security as part of the emerging comprehensive approach.
